    Introduction to the Lecturer: Charles J. Russo is a profession of Education School at the University of Dayton in the United States. He took in succession the office of Chairman of the American Society of Educational Law, Chairman of the International Research Branch of the School Law, Chairman of the American Institute of Education, and Chairman of the American Law Committee. Since all the time Charles J. Russo has devoted himself to research of educational policies and educational laws. He has published in various academic journals more than 1,100 pieces of academic papers and 79 monographs and editorial works and been invited to give lectures in 31 countries. Charles J. Russo has achieved profound academic attainments in the American Education Laws, School Education Laws, Campus Safety Act and Family Education Laws.

    Lecture description: The Lecture introduces the general situation of the US education rule of law and relevant cases, and expounds the major issues present in the regard respect as well as the thinking about it, and analyzes three questions: the cost, the force and equality of the US education rule of law.
